The Charter is the actual County Charter that the citizens of the County of Dukes County voted for overwhelmingly in 1992. This is the only county that has adopted the County Manager form of government authorized by the Commonwealth of Massachusetts, and the model for this form of government can be found in:
M.G.L. c.34A- COUNTY CHARTER PROCEDURES
Section 15- Application of optional plans and general laws; abolition or consolidation of agencies; intent of chapter
Section 16- Powers and duties of counties
Section 18- County manager plan
Section 20- Relations between legislative and executive branches
The Administrative Code is the written document that spells out in great detail how the County shall be constituted and the authority and responsibilities of each department. This was adopted in 2000.
